The Quick Answer: Only Class 2 and Class 3 mobility scooters and powerchairs can be used in UK pedestrian zones, pavements and footpaths, and both are limited to a maximum of 4 mph in these areas. Which mobility scooters can be used in pedestrian zones?
UK law recognises different classes of powered mobility vehicle. Only Class 2 and Class 3 scooters and powerchairs are permitted on pavements, pedestrian precincts and footpaths. A scooter that falls outside these classes — because it's wider, heavier or faster than the legal limits — cannot be used in pedestrian areas at all, and is restricted to the road.
Class 2 Pavement Scooters
Class 2 pavement scooters are designed purely for pavements, pedestrian zones and footpaths. Their maximum speed is 4 mph, and they generally shouldn't go on the road except to cross or where there's genuinely no pavement available.
Class 3 Road Scooters
Class 3 road scooters can travel on the road at up to 8 mph, but the law requires them to switch to a maximum of 4 mph in pedestrian zones and on pavements, exactly the same limit that applies to Class 2 scooters.
Powerchairs
Powerchairs follow the same Class 2 or Class 3 rules depending on their specification, so the same pedestrian zone speed limit and etiquette applies.
What are the pedestrian zone rules for mobility scooters?
- 4 mph speed limit applies to all Class 2 and Class 3 vehicles on pavements and in pedestrian areas.
- Pedestrians always have priority — you must give way and drive considerately, taking extra care around people with visual or hearing impairments, prams and other wheelchair users.
- Normal parking restrictions apply. A scooter should never be left unattended in a pedestrian area if it blocks the path of others.
- Cycle tracks that are physically separated from the road are permitted for Class 2 and Class 3 vehicles, but cycle lanes painted alongside the road are not.
- Motorways and roads with a speed limit above 50 mph (without the correct amber beacon fitted) should be avoided entirely.

Registration, insurance and licensing for pedestrian zone use
You do not need a driving licence to use a Class 2 or Class 3 mobility scooter or powerchair. Class 2 scooters require no registration at all. Class 3 scooters must be registered with the DVLA before they're used on the road, though this doesn't affect their use in pedestrian zones.
